One of the early researchers in that field stated “facial reconstruction” is in itself an overstatement and the correct name, with inference, should be “facial approximation.”
That is Dr Bob George , retired Miami Med school anatomy professor. According to the King county chief investigator in the Green River murders, George did the very best approximations of the victims using their recovered skulls compared to their photos in family albums.
